Sorry; I'll have to go "Anonymous" on this one - but an acquaintance of mine who met Mr. Starr very recently tells me: "He's quite a charming guy. Still doesn't overcome my feelings about the past. If he let himself be used in that way, shame on him!"
My friend's phrase "that way" refers to Mr. Starr's willingness (eagerness) at the time to investigate any allegation against the Clinton presidency, to the tune of many tens of millions of dollars in tax money spent.
That, in spite of his modest disclaimers "I was minding my own business" when called to serve ... and "I had hoped I would find in Arkansas the remains of a failed land deal in which the President and First Lady lost money, and that would be the end of the story."
